After his 1995 school board race, Arthur has run low-cost campaigns. Here are two reasons why. In 1995 Arthur, who spent $16K running for school board, and a neighbor who spent $160K running for the state senate, ran in 15 of the same precincts. The senate district was bigger, but even so the senate candidate spent more than three times per voter than Arthur. In 15 the precincts where they both ran, Arthur got 40% and the senate candidate got 41%.
In 2007 Arthur spent $9K running for delegate in Vienna and got 36.5% of the vote. Two years prior another Republican ran against the same opponent, spent $177K, and got 39.5% of the vote.
